SAMA Expeditions Guidance

Guidelines on Adventure Sports/Tourism Related Activities in Sikkim :

In order to ensure safety of the participants the need was felt to lay down minimum acceptable standards in terms of equipments and human resources for any adventure sports activities.

Basic Minimum Standards for Mountaineering :

A Variety of Organizations offer to take clients on 5000 m or other comparable peaks. They vary from those which provide full service to summit or nearly to the summit, to those where there is minimal support for clients above base camp. There are certain guidelines which the climber/ client should check out as pointers to assist them to make informed choice. For climbing all peaks above 20,000 ft in India, permit for climbing should be taken from the Indian Mountaineering Foundation, New Delhi and the Govt. of Sikkim. While those below 20,000 ft permit should be taken from Home Department, Govt. Of Sikkim.

Danger Awareness : Mountain Climbers at very high altitude especially above 5000 m are considered stress to mental and physical powers and may not be capable of assisting others as has been traditional in mountaineering. The fact is of particular importance to mountaineers with limited experience who has to rely on professional guides to get them safely up and down 5000 m + peaks.

General Guidelines for Mountain Expeditions :

1. All Mountaineering expeditions in Sikkim should be booked through SAMA (Sikkim Amateur Mountaineering Association), Sikkim Mountaineering Association, TASS, SAATO. Technical expertise must be taken form SAMA & SAM.

2. The leader and chief guide and as many possible of the guides should have altitude experience appropriate to the altitude of the pea to be climbed. HE must be a member of at least three climbing expeditions above 5000 m and must have completed basic Mountaineering course.

3. All members of the mountaineering expedition should be adequately qualified for taking part in the accent. Basic Course certified and issued by Sonam Gyatso Mountaineering Institute at Gangtok or any recognized Mountaineering Institute should be considered adequate for this purpose.

4. All team Members are to be duly insured as per the Home department Govt. of Sikkim guidelines. High Altitude Porters may be considered as expedition members.

5. The Guiding & Portering Staff on the mountain and the material supplied must be adequate for the aims of the party and state level of service offered. Porters must be well taken care beyond the First Base Camp

6. An experienced doctor in the party is very desirable but at the very least, advance arrangements must be made for medical emergencies. Advance arrangements must be made for evacuations assistance.

7. Minimum Safety equipments must be available like walkie-talkie radios and recommended medical supplies.

8. Advertisement must be all the true picture of the risk and difficulties involved.

9. All equipment and gears on which life is dependent must be UIAA or CE certified.

10. Before the commencement of the expeditions, the Liaison officer and team leader, must compulsory declare the biodegradable as well as non- biodegradable waste materials being carried out by the team at the entry check point in west Sikkim and at Lachen TIC in North Sikkim. They must bring back all the waste material to ECP/TIC. Photo evidence is to be included in the expedition report.

Rock Climbing Expeditions :

1. All rock climbing expeditions in Sikkim should be booked through, Sikkim Amateur Mountaineering Association (SAMA), Sikkim Mountaineering Association, TASS & SAATO.

2. The leader and chief guide and as many possible of the guides should be Basic Course certified and issued by Sonam Gyatso Mountaineering Institute at Gangtok or any recognized Mountaineering Institute.

3. Rock Climbing may be done only in the areas designated specifically for rock climbing. Ensure that instructor/leader is familiar with the climbing areas.

4. Use ropes and associated climbing gears/equipment designed specifically for rock climbing. Instructors should insect all equipment/gears prior to its use.

5. Have a first aid kit available at site. Have a suitable means of transporting an injured climber.

6. Design an emergency action plan and communicate it to all involved in the program. Clearly outline safety procedures to all.

7. Garbage should be suitable disposed at the designated sides.

Trekking Expeditions :

1. All trekking expeditions in Sikkim should be booked through TASS & SAATO.

2. The leaders or chief guide and as many as possible of guides should be certified by a recognized institutions and should have experience appropriate to the difficulty of the route being attempted. He/She must be qualified in first aid.

3. The guides and porters staff for the trek and the materials supplied must be adequate for the aims of the party and stated level of services offered. The expeditions must make provision for the accommodations of the porters as well.

4. Camping must be done in the designated camping spots as notified by the Forest, Wildlife & environment Department/Tourism Department.

5. Trekking must be done in the designated camping spots as notified by the Forest, Wildlife & environment Department/Tourism Department.

6. Adequate arrangements must be made in advance for medical help. Advance arrangements must be made for evacuation assistance in case of emergency. Minimum first aid medical supplies must be carried on the trip.

7. Information provided to the clients must give a true picture of all the difficulties and danger involved and avoided promising the impossible. Biographical information about the guiding team should be included.

8. The client must truthfully reveal his experience, medical history etc. to the organizer so that the organizer can make an informed choice about the potential client.

9. Garbage should be suitable disposed at the designated sides failing which suitable punitive action may be taken.

10. Information Supplied in advance should include clear statement of the guiding, porterage and equipment which will be supplied by the organizer, together with details of clothing and equipment to be supplied by the client.

Mountain Biking Expeditions :

1. All mountain Bike Expeditions in Sikkim should be booked through TASS & SAATO.

2. All necessary safety equipment must be carried.

3. Adequate arrangements must be made in advance for medical help. Advance arrangements must be made for evacuation assistance in case of emergency. Minimum first aid medical supplies must be carried.

4. The client must truthfully reveal his experience, medical history etc. to the organizer so that the organizer can make an informed choice about the potential client.

5. Insurance of all expeditions members is a must.

6. Garbage should be suitable disposed at the designated sides failing which suitable punitive action may be taken.

Skiing :

1. All trekking expeditions in Sikkim should be booked through TASS & SAATO.

2. The leaders or chief guide and as many as possible of guides should be certified by a recognized institutions and should have experience appropriate to the difficulty of the route being attempted. He/She must be qualified in first aid.

3. All necessary equipments must be of good quality.

4. Provision of first aid must be available at all times.

5. Skiing must be done in designated Ares identified by the Forest/ Tourism Department.

6. Garbage should be suitable disposed at the designated sides failing which suitable punitive action may be taken.

Camping :

1. The Camp should be at a designated site.

2. The Camp should be around 150 m away from the river, streams and lakes.

3. Cook only on LPG or Kerosene stove. No camp fires in the mountain.

4. Toilet tents should be pitched 50 m away from meadows and streams.

5. Garbage should be suitable disposed at the designated sides failing which suitable punitive action may be taken.
